The green is tier 1 and is high quality and differentiated classroom instruction. Yellow is tier 2 and represents targeted supplemental instruction. Red is tier 3 and is intensive intervention.

A multi-tiered system of supports (MTSS) or three-tier instructional model is a proactive and preventative framework that utilizes a continuum or layer of supports to maximize student achievement (Response to Intervention/Instruction-RTI)  and support students social, emotional, and behavior needs (Positive Behavior Interventions and Supports-PBIS). 

This systematic approach supports struggling learners, as well as advanced learners, through the selection of evidence-based instruction and intervention in response to both academic and behavioral needs. The system includes on-going progress monitoring of the effectiveness of instruction to ensure student academic and behavior success. This model enables early identification of students in need of support and allows for appropriate support to be put in place as soon as a student starts to fall behind.
